Victor Leos, 63, the former Executive Director of Human Resources for Garland Independent School District (GISD) in Texas, made a chilling confession this morning as he pleaded guilty before U.S. Magistrate Judge David L. Horan. The charge: conspiracy to commit false statements in connection with immigration documents.
Leos faces stiff penalties for his deceitful actions, which could land him up to five years in federal prison and a fine of $250,000. His sentencing is scheduled for August 28, 2017.
The plea documents reveal that Leos was employed by GISD from 1998 to 2013, where he was responsible for recruiting teachers from various countries. However, they allege that from around 2007 to 2012, Leos engaged in a criminal conspiracy with outside recruiters, hiring foreign teachers the district didn’t actually need. In return, Leos pocketed kickbacks through inflated fees and other perks.
Leos is accused of signing and filing thirty-eight falsified Form 9089s between August 27, 2012, and December 6, 2012. He claimed that all U.S. workers who applied for the job openings were rejected due to lawful job-related reasons, knowing this was not true. To substantiate these false claims, he concocted recruitment reports filled with additional lies about the number of U.S. applicants and their rejections.
This scandalous plot was uncovered through a joint investigation by U.S. Immigrations and Customs Enforcement’s Homeland Security Investigations (HSI), the Department of Labor-Office of the Inspector General, the Department of Education-Office of the Inspector General, and the Federal Bureau of Investigation. Assistant U.S. Attorney Russell Fusco is leading the prosecution with assistance from Assistant U.S. Attorney John Kull.
As the justice system holds Leos accountable for his actions, GISD must now face the consequences of its former executive’s deception, a story that will undoubtedly send shockwaves through the educational community and beyond.
