Roanoke, VIRGINIA – Two members of the notorious 99 Goon Syndicate, Anthony Darnell Stokes and Halisi Uhuru, were sentenced today in the United States District Court for the Western District of Virginia for their roles in a RICO conspiracy involving violent armed robberies and the tragic murder of an off-duty reserve police captain.
Anthony Darnell Stokes, 34, from Manassas, was handed down a sentence of 160 months in federal prison, followed by three years of supervised release, a fine of $500, and an order to pay restitution totaling $12,369. Halisi Uhuru received a sentence of 144 months in federal prison, along with the same terms of supervised release, fine, and restitution.
United States Attorney John P. Fishwick Jr. emphasized the gravity of their crimes during sentencing: “These individuals, along with other members of the 99 Goon Syndikate, terrorized parts of Central Virginia for the better part of a year. They committed armed robberies, assault, and ultimately took the life of Officer Kevin Quick.”
Other gang members who were convicted and sentenced include Daniel Lamont Mathis, Shantai Monique Shelton, Mersadies Lachelle Shelton, and Kweli Uhuru. All four received multiple life sentences following a month-long jury trial in February.
The evidence at trial revealed that the trio of Halisi Uhuru, Anthony Stokes, and Kweli Uhuru formed the 99 Goon Syndikate while in prison. They were released in 2013 and began committing crimes throughout Central Virginia by October of the same year. The gang’s activities culminated in the tragic January 31, 2014, abduction and murder of Captain Kevin Quick.
Two days after the murder, Daniel Mathis and Mersadies Shelton attempted to rob a Louisa homeowner, resulting in a violent confrontation that left one resident shot. The gang’s leadership in Northern Virginia provided them with aid as they planned to escape to Montana but were apprehended before their flight.
