ANCHORAGE, AK – A correctional officer at Goose Creek Correctional Center (GCCC) has confessed to turning a blind eye to her oath, pleading guilty to conspiracy and bribery charges for a years-long scheme to smuggle contraband into the Wasilla, Alaska prison. The officer, Angela Lincoln, 43, traded her badge for cold, hard cash, facilitating the flow of illicit goods to an inmate serving a life sentence.
Court documents detail how Lincoln, employed by the Alaska Department of Corrections from 2014 through mid-2020, began her criminal enterprise around 2019. She systematically smuggled Suboxone strips and cell phones into GCCC for an inmate already facing a 100-year sentence. In return, the inmate showered Lincoln with bribe payments totaling tens of thousands of dollars – a blatant betrayal of public trust.
The operation wasn’t a solo act. The inmate, leveraging a network of family and associates he dubbed “grinders,” orchestrated the delivery of contraband and cash. These “grinders” would conduct covert drops at Lincoln’s home, carefully concealing drugs within books, plastic bottles, and even candy wrappers near her fence. Lincoln, exploiting her position, then bypassed security protocols to deliver the goods inside Goose Creek, fully aware of the illegality and motivated by the illicit payments.
The money wasn’t flowing freely; it was laundered. The “grinders” concealed the bribe cash within seemingly innocuous items – phony trinkets, greeting cards, and stuffed animals – a desperate attempt to mask the criminal source of the funds. When initially questioned by FBI agents, Lincoln spun a web of lies, claiming the money was payment for old DVDs, video games, and a meat grinder. Investigators quickly saw through the deception, uncovering the truth behind the bribery scheme.
As a correctional officer, Lincoln was entrusted with maintaining the security of GCCC, ensuring no contraband reached the inmate population. Her actions directly undermined that responsibility, creating a dangerous environment for both fellow staff and inmates. Goose Creek Correctional Center, a medium-security facility in Wasilla, houses approximately 1,300 inmates and employs 333 staff members – a community now shaken by this breach of trust.
Lincoln’s sentencing date remains to be set. She now faces a maximum penalty of fifteen years in federal prison for the bribery and conspiracy charges. The final sentence will be determined by a federal district court judge, taking into account U.S. Sentencing Guidelines and other relevant factors. Acting U.S. Attorney Bryan Wilson of the District of Alaska announced the guilty plea. The investigation was led by the Federal Bureau of Investigation (FBI), with crucial assistance from the Alaska Department of Corrections. Assistant U.S. Attorneys Emily Allen, Kelly Cavanaugh, and Ryan Tansey are prosecuting the case.
