Eulisis P. Martin, Molotov Cocktail Attack, Nebraska 2025

GRAND ISLAND, NE – Eulisis P. Martin, 20, of Grand Island, Nebraska, is facing federal charges after allegedly attempting to firebomb a federal building housing Homeland Security Investigations (HSI) and Immigration and Customs Enforcement (ICE) offices on June 9, 2025. The incident, involving a homemade Molotov cocktail, is just one part of a disturbing pattern of alleged anti-ICE vandalism, according to a criminal complaint filed by the Department of Justice.

United States Attorney Lesley A. Woods announced the charges on June 16, 2025, detailing that Martin is accused of one count of attempting malicious damage to federal property using explosive materials. If convicted, Martin faces a stiff penalty: not less than 5 years and not more than 10 years imprisonment, a $250,000 fine, a supervised release term of up to 3 years, and a $100 special assessment. Martin was taken into custody June 16, 2025.

The investigation began after authorities discovered spray-painted graffiti on the federal building reading “Kill ICE.” A week later, on June 14, a Grand Island Police officer spotted an individual matching a vague description running near the HSI building fence. A subsequent search revealed government vehicles with slashed tires. Crucially, law enforcement connected a vehicle registered to Martin to the area at the time of both the Molotov cocktail incident and the vandalism.

A search of Martin’s vehicle yielded further evidence, including a dark brown coat, gloves, a protest sign, a scarf, and two tactical-style bags hidden under the scarf. Cell phone records placed Martin’s device in the vicinity of the HSI building on both June 9 and June 14. Investigators also noted suspicious behavior – Martin appeared to be aware he was under scrutiny and attempted to conceal his vehicle by moving it to a rural location, suggesting a deliberate attempt to obstruct the investigation.

Martin made his initial appearance before United States Magistrate Judge Jacqueline M. DeLuca in Lincoln, Nebraska on June 18, 2025. Eugene Kowel, Special Agent in Charge of the FBI Omaha Field Office, issued a stern warning: “The FBI and our partners will aggressively pursue, identify, and apprehend anyone who maliciously attempts to damage federal property.” Kowel emphasized that while the right to peaceful protest is protected, “inciting violence or engaging in criminal activity…will not be tolerated.”

US Attorney Woods echoed this sentiment, stating, “The United States Attorney’s Office vows that violence, intimidation, and threats of violence against federal law enforcement officers…will not be tolerated in Nebraska.” The case is a joint effort by the Federal Bureau of Investigation, the Federal Protective Service, the Nebraska State Patrol, and the Grand Island Police Department, all working to bring Martin to justice for what they describe as a direct attack on federal employees and property.
