Scott Linnell, 36, of Greer, South Carolina, pleaded guilty yesterday in federal court to possession of child pornography, a charge carrying a maximum sentence of 20 years in prison and a $250,000 fine. The plea, entered before U.S. District Judge Bruce Howe Hendricks in Greenville, follows a years-long investigation tied to online exploitation on the Kik Messenger platform.

On March 10, 2015, an undercover law enforcement officer monitoring the Kik chat room ‘#lolitalovers’ discovered user “phx_medic” had uploaded 14 sexually explicit images of children two days earlier. The undercover agent downloaded and preserved the files, which became a critical lead in tracing the digital trail back to Linnell. That account was linked to an IP address registered at his residence in Greer.

A federal search warrant was executed at Linnell’s home on May 27, 2014 — months before the Kik activity was detected — as part of an expanding probe into cyber-based child exploitation. During the search, agents seized computers and digital storage devices. Forensic analysis uncovered approximately 6,000 still images and 16 videos depicting child pornography.

U.S. Attorney Beth Drake, who announced the plea, emphasized the severity of the crime. “The possession and distribution of child sexual abuse material is not a victimless offense,” Drake stated. “Every image represents a real child who has been exploited and traumatized.” Linnell now faces up to 20 years in federal prison, a $250,000 fine, and a mandatory $100 special assessment.

The investigation was conducted by the United States Postal Inspection Service, an agency with jurisdiction over crimes involving the mail and digital communications infrastructure. Assistant U.S. Attorney Bill Watkins of the Greenville office prosecuted the case, building a file that tied Linnell’s digital footprint directly to the dissemination of illegal content.

This case was prosecuted under Project Safe Childhood, a federal initiative targeting individuals who exploit children online. The program unites federal, state, and local agencies to identify, apprehend, and convict offenders while also working to rescue victims.
