Under the leadership of General Butler, who took office in 1924, the city saw a drastic decrease in the number of these brazen crimes. According to statistics, in 1923, there were 985 reported holdups, compared to just 635 in 1924 – a drop of 350 cases. These holdups, known as ‘key crimes’ in police circles, involve highway robberies and stickups in stores, often with guns drawn.
