Hartland Consolidated School District Settles Investigation into Racial Harassment Allegations
DETROIT, Mich. – The U.S. Attorney’s Office for the Eastern District of Michigan has resolved its investigation into allegations of racial harassment by the Hartland Consolidated School District, announced U.S. Attorney Dawn N. Ison on today. The investigation was initiated under Title IV of the Civil Rights Act after a then-student and her guardian filed a complaint alleging that the District failed to address pervasive harassment of Black students.
According to the investigation, the Hartland Consolidated School District cooperated fully and took steps to address concerns, including creating a School Board-level Diversity Equity and Inclusion Committee, revising internal policies, and adding counseling and social work staff. The District has agreed to conduct a district-wide climate survey and develop a plan to address concerns identified by the survey.
“Students deserve a safe school environment where they can learn and grow without facing racial harassment,” said Ison. “In districts like Hartland, where students of color are a small percentage of the student body, schools must make an extra effort to ensure that all students are comfortable reporting harassment and other forms of discrimination and be confident that the adults in the building will keep them safe.”
The U.S. Attorney’s Office will review the District’s compliance with the terms of the resolution this year and at the end of the school year. If the terms are satisfied, it will close the investigation. The case was handled by Assistant U.S. Attorneys Susan K. DeClercq and Luttrell Levingston.
