Kevin Charles Brown, 38, of Hazleton, Pennsylvania, is facing federal prison after being indicted on drug trafficking charges tied to a 2016 conspiracy to distribute heroin, fentanyl, and cocaine. The indictment, unsealed in Scranton, alleges Brown delivered deadly doses of heroin and fentanyl on multiple occasions—fueling the opioid crisis ripping through Pennsylvania’s coal country.
The charges stem from a sweeping investigation led by the Office of Attorney General’s Bureau of Narcotic Investigations, the Luzerne County Drug Task Force, and the Federal Bureau of Investigation (FBI). Authorities say the probe dismantled a regional network feeding synthetic opioids into communities already battered by addiction and overdose deaths.
Assistant U.S. Attorney Jenny P. Roberts is prosecuting the case, which was brought under the Middle District of Pennsylvania’s Heroin Initiative—a federal crackdown targeting high-level traffickers. The initiative leverages joint task forces to dismantle supply chains and hold dealers accountable for the deadly consequences of their trade.
The case also falls under Project Safe Neighborhoods (PSN), a national strategy revived under former Attorney General Jeff Sessions to combat violent crime through coordinated federal, state, and local enforcement. The program prioritizes prosecution of offenders linked to drug-related violence and recidivism.
If convicted, Brown faces a maximum penalty of 30 years in federal prison, followed by supervised release, and a steep fine. Federal sentencing guidelines require the judge to weigh the severity of the offense, Brown’s criminal history, and the need for deterrence and public protection—factors that could push the sentence toward the upper limits.
As prescribed by federal law, Brown is presumed innocent until proven guilty in court. No trial date has been set. The U.S. Attorney’s Office for the Middle District of Pennsylvania continues to warn residents that drug traffickers will be pursued relentlessly under federal law.
