Henry Davis, Heroin Distribution, West Virginia 2023

Huntington’s streets lost another poison peddler as Henry Davis, 36, known on the street as “Hen,” was sentenced to 10 months in federal prison for distributing heroin. The plea, entered earlier and formalized today, marks the end of a five-year-old case tied to a controlled buy in downtown Huntington.

Davis admitted to selling heroin to a confidential informant on September 29, 2015—an act that triggered a federal prosecution despite the relatively small quantity involved. The transaction, arranged by law enforcement, was enough to bring a federal drug charge under strict trafficking statutes that allow for enhanced penalties even for single sales.

U.S. Attorney Mike Stuart made no apologies for the federal reach. “Thanks to the excellent work of the Huntington Police Department, another heroin dealer is off the streets and headed to a federal pen,” Stuart said. “Selling heroin is not a good career option.” The comment underscored the DOJ’s ongoing push to target low-level distributors in the opioid crisis.

The investigation was led by the Huntington Police Department, a force long on the front lines of West Virginia’s battle with addiction and drug-related crime. Their work, combined with federal prosecution resources, turned a street-level buy into a conviction with real prison time—sending a message in a city ravaged by overdose deaths.

U.S. District Judge Robert C. Chambers imposed the sentence, accepting the terms of Davis’s guilty plea. Assistant U.S. Attorney Stephanie S. Taylor handled the prosecution, guiding the case through a docket crowded with similar drug offenses tied to the region’s epidemic.

Davis will serve his time in a federal correctional facility, followed by supervised release. While 10 months may seem short, federal prosecutors insist each conviction chips away at the networks feeding addiction. In Huntington, where the body count rises yearly, even small wins are counted.
