Heroin and Cocaine Trafficking Ring Busted

WHEELING, WEST VIRGINIA – A brazen heroin and cocaine trafficking ring has been dismantled in West Virginia after two Youngstown men and an East Liverpool woman were indicted by a grand jury sitting in Elkins.

The trio, Daryl “Malik” Walter Hall, age 31, Dennis Lee Artis, age 52, and Michelle Green, age 48, are accused of conspiring to distribute heroin and cocaine base in Hancock County between August 2016 to April 2017.

Hall is facing a laundry list of charges, including conspiracy to distribute heroin and cocaine base, unlawful use of a communication facility, distribution of heroin within 1,000 feet of a protected location, and distribution of cocaine base within 1,000 feet of a protected location.

Artis, on the other hand, is charged with conspiracy to distribute heroin and cocaine base, as well as distribution of cocaine base within 1,000 feet of a protected location.

Green, the East Liverpool woman, is accused of conspiring to distribute heroin and cocaine base, and distributing both heroin and cocaine base within 1,000 feet of a protected location on multiple occasions.

The Hancock/Brooke/Weirton Drug & Violent Crime Task Force, a HIDTA-funded initiative, investigated the case and uncovered the alleged crimes.

Assistant U.S. Attorney Stephen L. Vogrin is prosecuting the case on behalf of the government.

An indictment is merely an accusation, and the defendants are presumed innocent unless and until proven guilty. The case serves as a stark reminder of the ongoing struggle against heroin and cocaine trafficking in our communities.
