CHARLOTTE, N.C. – Chad Joseph Caesar, 39, of Hickory, North Carolina, will spend the next 11 years in federal prison after being sentenced for a sickening collection of child pornography. U.S. Attorney Dena J. King announced the sentence today, a small measure of justice for the unimaginable abuse depicted in the files seized from Caesar’s home.

The case began in February 2023 when Caesar’s employer flagged his computer for a security breach. The Hickory Police Department (HPD) launched an investigation that quickly turned grim. A search warrant executed at Caesar’s residence yielded a trove of electronic devices, and forensic analysis revealed a horrifying inventory: over 50,000 images and videos depicting the sexual abuse of children, including infants and toddlers. The files didn’t stop at simple exploitation; they included depictions of sadistic, masochistic conduct, and even bestiality.

What’s particularly disturbing is the scope of Caesar’s depravity. Court records show his collection contained images and videos of over 250 previously identified victims. Many of these victims courageously submitted victim impact statements, detailing the lasting trauma inflicted by those who create and distribute such material. At sentencing, U.S. District Judge Kenneth D. Bell powerfully noted the permanent damage: “When you read their letters they are forever abused… They live in fear for the rest of their lives.”

Caesar pleaded guilty to receipt of child pornography on December 6, 2023. The sentence handed down today – 132 months imprisonment followed by a lifetime of supervised release – reflects the severity of his crime. Judge Bell echoed the victims’ enduring pain, stating again that they “live in fear for the rest of their lives.” Caesar is currently in the custody of the U.S. Marshals Service awaiting transfer to a designated Bureau of Prisons facility.

The investigation was a joint effort between Homeland Security Investigations (HSI) and the Hickory Police Department. Assistant U.S. Attorney Daniel Cervantes of the U.S. Attorney’s Office in Charlotte prosecuted the case. Special Agent in Charge Cardell T. Morant of HSI and Reed Baer of HPD joined U.S. Attorney King in announcing the sentencing.

This case is part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the escalating epidemic of child sexual exploitation and abuse. The project coordinates federal, state, and local resources to identify, apprehend, and prosecute offenders, and to rescue victims.
