Norman Charles Hilbert, Felon in Possession of a Firearm, West Virginia 2024

MARTINSBURG, WEST VIRGINIA – Norman Charles Hilbert, 49, is trading the hills of Harpers Ferry for a federal cell. The Jefferson County man was sentenced today to twelve months in prison for a simple, but serious offense: being a convicted felon caught with a loaded gun. Acting United States Attorney Betsy Steinfeld Jividen didn’t mess around with this one, and neither did the courts.

Hilbert’s record already held a felony conviction from Connecticut – a fact that should have kept him far away from firearms. But authorities discovered him in possession of a .45 caliber pistol within Jefferson County. The specifics of how he came to possess the weapon haven’t been released, but it was enough to land him back in trouble with the law.

The case, prosecuted by Assistant U.S. Attorney Anna Z. Krasinski, moved swiftly after Hilbert pled guilty to one count of “Felon in Possession of Firearm” back in November 2016. That plea clearly wasn’t enough to avoid hard time. Federal judges tend to have little patience for repeat offenders, especially when firearms are involved.

This wasn’t a solo effort. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) led the investigation, backed up by the Maryland Police Department and the Charles Town Police Department. It’s a multi-agency takedown demonstrating a coordinated effort to keep guns out of the hands of those legally prohibited from owning them.

U.S. Magistrate Judge Robert W. Trumble delivered the sentence, sending a clear message that illegally possessing a firearm carries significant consequences. Twelve months might not seem like a lengthy stretch to some, but it’s a solid reminder that the feds are watching, and they’re willing to prosecute.

Hilbert’s case is a stark example of how past convictions continue to haunt individuals. It also highlights the ATF’s continued focus on tracking down and prosecuting those who violate federal gun laws. Expect more of these cases to surface as the ATF continues its work across the country.
