Robert Maxwell, COVID-19 Investment Scam, Texas 2024

31-year-old Houston resident Robert Maxwell was handed a 90-month federal prison sentence for orchestrating a $12.5 million COVID-19 scam that defrauded investors in the Southern District of Texas, according to U.S. Attorney Nicholas J. Ganjei.

During the hearing, the court learned that Maxwell was simultaneously involved in another potential fraudulent scheme, managing a company called ClinConnect, which claimed to be developing medical clinic trial products. Additionally, the court discovered that Maxwell had forged a letter as an alibi for his bond status while under investigation.

The court declared Maxwell’s actions during the early years of the pandemic ‘despicable,’ noting the scam’s complexity and relentless nature. Maxwell falsely promised investors he had secured contracts for personal protective equipment from a Chinese company, while simultaneously骗取了巨额投资用于生产一种声称能消灭冠状病毒的家用喷雾产品。

Maxwell confessed to stealing over $12.5 million and was taken into custody following his sentencing. The FBI conducted the investigation with assistance from the Houston Police Department.

The case was prosecuted by Assistant U.S. Attorneys Christian Latham and Thomas Carter.
