Houston Swindler Silva Pleads Guilty to $1.45M Immigration Fraud

HOUSTON – The grim reaper of the streets, Jesus Carlos Silva, 58, has copped to a guilty plea for conspiracy to commit mail and wire fraud. U.S. Attorney Nicholas J. Ganjei dropped the hammer on this con artist.

Between March 2022 and December 2024, Silva, with a heart as black as coal, posed as an immigration attorney from a Houston-based firm. He dangled false promises of U.S. citizenship and other legal statuses like a carrot to desperate immigrants. But for every dollar he pocketed, thousands more dreams were shattered.

With the swank of checks and money orders, Silva collected payments totaling over $1.45 million from over 100 unsuspecting individuals. Yet, he never delivered on his fraudulent promises, instead giving excuses for delays before vanishing into thin air.

This villain even had the gall to instruct people to travel to Houston for phony appointments with U.S. Citizenship and Immigration Services – a cruel joke played on those seeking a better life. His crimes spanned across Texas, Illinois, Louisiana, and Florida, with most victims hailing from Houston and Chicago.

On September 22, the federal justice will mete out its wrath as Judge George C. Hanks sentences Silva to up to five years in the slammer and a fine that could reach $250,000 or twice the gross gain/loss from his heist. Until then, Silva remains on bond, a free man in chains.

The FBI, with help from the U.S. Marshals Service and Houston Police Department, pieced together the investigation. Assistant U.S. Attorney Brad Gray and Rodolfo Ramirez are the architects of justice in this case.
