A Monroe, Washington man will spend the next decade behind bars for his role as the "right hand man" in a deadly drug distribution ring that flooded the Puget Sound region with heroin, methamphetamine, and fentanyl.

A 42-year-old Monroe, Washington resident was sentenced to 10 years in prison for conspiracy to distribute controlled substances. Humberto Garcia, a key player in the ring, was convicted in April 2024 after a week-long trial. Garcia was arrested in December 2020, along with seven other defendants tied to the ring.

According to records filed in the case, Garcia played a crucial role in the conspiracy, acting as a drug redistributor, local guide, interpreter, and link to other drug dealers. Despite his own addiction, Garcia continued to distribute fentanyl even after learning of a customer overd death. This conduct contributed to the spike in fentanyl overdoses in the community, said U.S. Attorney Tessa M. Gorman.

Garcia’s downfall began when his car was searched on October 3, 2020, after drug ringleader Jose Luis Ibarra-Valle, 40, asked Garcia to get him a firearm to kill another drug distributor who owed him money. A few weeks later, Ibarra-Valle was stopped returning from a drug run to California, and authorities found approximately 10,000 pills containing fentanyl, more than eight kilograms of methamphetamine, and more than a kilogram of heroin. These drug amounts were part of Garcia’s conviction in the conspiracy.

Ibarra-Valle and the other coconspirators entered guilty pleas, with Ibarra-Valle being sentenced to nine years in prison last year. The remaining coconspirators have been sentenced to varying lengths of time, ranging from time served to over six years in prison. Garcia, the final defendant, was the only one to go to trial.

The investigation was led by the Drug Enforcement Administration in partnership with the Federal Bureau of Investigation, Homeland Security Investigations, Whatcom Gang and Drug Task Force, Washington State Patrol, Snohomish Regional Drug Task Force, United States Border Patrol, Customs and Border Protection, Skagit County Interlocal Drug Enforcement Unit, the Whatcom County Sheriff’s Office, the Lake Stevens Police Department, and the Tulalip Police Department. The case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation.

Garcia will serve 10 years in prison followed by five years of supervised release.
