Kelvin Thomas Jr., First-Degree Murder, Washington 2025

WASHINGTON D.C. – The nation’s capital became a crime scene once again as U.S. Marshals and the Capital Area Regional Fugitive Task Force brought two suspects into custody today, charged with the brutal first-degree murder of Eric Tarpinian-Jachym, a 21-year-old U.S. House of Representatives intern. Jailen Lucas, 17, and Kelvin Thomas, Jr., 17, both of Washington, D.C., now face the consequences for a senseless act of violence that extinguished a promising life.

The shooting occurred June 30, 2025, on 7th Street NW. According to investigators, the three armed suspects opened fire on two young men after a stolen vehicle abruptly stopped. Tarpinian-Jachym, a senior at the University of Massachusetts – Amherst, was caught in the crossfire. He was fatally wounded by four gunshots, a tragic example of an innocent bystander paying the ultimate price for someone else’s conflict. “Eric Tarpinian, was interning in our nation’s capital, pursuing his passion for public service when he was fatally gunned down…an innocent bystander caught in a violent act not meant for him,” stated U.S. Attorney Jeanine Ferris Pirro. He is survived by his mother Tamara, father Robert, brother Jeremy and sister Angela.

Pirro didn’t mince words, emphasizing a long-held frustration with the handling of juvenile offenders. She revealed that Lucas and Thomas, Jr. both have documented histories within the family court system, fueling her argument for increased federal jurisdiction over younger individuals with prior records. “Eric’s murder could have been prevented if we had captured these two,” she asserted, pointing to a potential failure in the system that allowed the suspects to remain free and ultimately commit this heinous crime. Investigators believe the suspects mistakenly believed the intended targets of the shooting were from an opposing neighborhood.

The arrest unfolded with tactical precision. One suspect, a 17-year-old whose identity is being withheld due to his juvenile status, was cornered inside a Northwest residence. Refusing to comply with commands to exit, the suspect prompted the deployment of a Special Operations Group (SOG) tactical K-9 unit. He was subsequently taken into custody without further incident. The second suspect, Kelvin Thomas, Jr., 17, was apprehended in the 2600 block of 24th Street NE.

U.S. Attorney Pirro was joined at the press conference by U.S. Marshals Service Director Gadyaces S. Serralta, Mayor Muriel Bowser, Metropolitan Police Department Chief Pamela Smith, and FBI Acting Assistant Director in Charge Phillip Bates, demonstrating the collaborative effort behind this investigation. The Capital Area Regional Fugitive Task Force, established in 2004, has a proven track record, responsible for apprehending over 102,700 fugitives since its inception. CARFTF maintains partnerships with over 100 federal, state, and local agencies.

The SOG, a specialized unit of the U.S. Marshals Service, played a crucial role in the apprehension, showcasing its ability to handle complex and sensitive operations. However, authorities were quick to remind the public that a criminal charge is merely an allegation, and both Jailen Lucas and Kelvin Thomas, Jr. are presumed innocent until proven guilty beyond a reasonable doubt in a court of law. This case serves as a stark reminder of the pervasive violence plaguing the nation’s capital and the tireless work of law enforcement to bring perpetrators to justice.
