Donavon Oliphant, Child Sexual Exploitation of a Minor and Possession of Child Pornography, Iowa 2023

CAMDEN, N.J. – A depraved act of exploitation has come to light as Donavon Oliphant, a 38-year-old resident of Independence, Iowa, admitted today to producing and possessing horrific images of child sexual abuse. The case, spearheaded by U.S. Attorney Craig Carpenito, reveals a dark corner of the internet and the predators who lurk within.

Oliphant pleaded guilty via videoconference before U.S. District Judge Noel L. Hillman to one count of sexual exploitation of a minor and one count of possession of child pornography. The charges stem from a disturbing series of events that unfolded in August 2019. According to court documents, Oliphant didn’t just passively collect this material – he created it.

Investigators found that Oliphant produced 11 images and four videos depicting sexual acts involving a pre-pubescent child and an adult male. This wasn’t a private obsession; Oliphant actively shared this vile content. He used a peer-to-peer file-sharing program to distribute the images and videos to an individual in Gloucester County, New Jersey, extending the reach of his abuse.

When Homeland Security Investigations (HSI) agents accessed Oliphant’s file-sharing account, they uncovered a digital cesspool of depravity. Beyond the material he created, they found over 100 additional videos and 100 images of child sexual abuse, indicating a long-term pattern of exploitation. Special Agent in Charge Jason Molina oversaw the HSI investigation.

The consequences for Oliphant’s actions will be severe. The sexual exploitation of a minor charge carries a mandatory minimum sentence of 15 years in prison, with a potential maximum of 30 years and a $250,000 fine. The possession of child pornography charge carries a maximum potential penalty of 20 years in prison and a $250,000 fine. Furthermore, Oliphant will be required to register as a sex offender upon his release – a label he will carry for life.

Sentencing is scheduled for January 7, 2020. Deputy U.S. Attorney Matthew J. Skahill and Assistant U.S. Attorney Daniel A. Friedman of the U.S. Attorney’s Office’s Criminal Division in Camden are prosecuting the case. This conviction serves as a grim reminder of the ongoing fight against child exploitation and the dedication of law enforcement to bring predators like Donavon Oliphant to justice.
