IRS Employee Faked Work Hours, Faces Prison
Baltimore, Maryland – Antonio Keith Willabus, a 47-year-old former IRS employee from Laurel, Maryland, has pleaded guilty to falsifying his time records, claiming to have worked 353.1 hours in 2012 when in reality he did not work those hours.
According to the guilty plea, Willabus, a full-time management and program analyst with the IRS’s Information Technology Service, worked from home on Mondays and Tuesdays during part of 2012. However, an investigation by the Treasury Inspector General for Tax Administration (TIGTA) found that Willabus rarely spent more than a few hours in the office on those days.
Surveillance video and testimony from coworkers and supervisors revealed that Willabus was frequently absent from the office, and his supervisors and coworkers were frustrated by his lack of response to emails during working hours. On May 7 and 8, 2012, TIGTA agents observed Willabus leaving his house at 8:15 a.m. and spending the day driving to locations in Baltimore, where he was seen setting up a bar business and moving a freezer into the building.
Cell site records showed that Willabus made frequent calls on his cell phone from locations other than his home or office during his supposed working hours. As a result of his false claims, Willabus received a salary of $24,427.45 for hours he did not work, for which he will be required to pay restitution.
Willabus faces a maximum sentence of five years in prison and a $250,000 fine for making and using a false writing in a matter within the jurisdiction of the executive branch. U.S. District Judge George L. Russell III has scheduled sentencing for April 18, 2013 at 10:45 a.m.
United States Attorney Rod J. Rosenstein praised the TIGTA for its work in the investigation and thanked Assistant U.S. Attorney Hollis Raphael Weisman for prosecuting the case.
