A 43-year-old Jackson man has been sentenced to 360 months in prison for producing child pornography, a crime that will have him locked up for nearly three decades.
Delvan Jerrod Howard, 43, of Jackson, was sentenced to 360 months in prison, followed by a lifetime of supervised release, for producing a video of an adult man engaging in sexually explicit conduct with a child. The heinous crime was uncovered by the Federal Bureau of Investigation and the Mississippi Attorney General Office’s Cyber Crime Unit.
According to court documents, Howard produced the video of the child pornography in a case that has left many in the Jackson community reeling. The FBI and the Mississippi Attorney General Office’s Cyber Crime Unit investigated the case, which was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.
Howard was indicted by a federal grand jury on April 5, 2022, and later pled guilty on January 11, 2024, to production of child pornography. Under the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018, Howard was ordered to pay $3,000.
In addition to the prison sentence and fine, Howard will also be required to register as a sex offender, a requirement that will haunt him for the rest of his life. The U.S. Attorney’s Office for the Southern District of Mississippi made the announcement, with Assistant U.S. Attorney Glenda R. Haynes handling the prosecution.
