Jamel T. Brown, Crack Cocaine Trafficking, PA 2018

Johnstown, PA — A federal grand jury has indicted two Camden, New Jersey residents on multiple counts of narcotics trafficking after a high-volume drug deal allegedly went down on October 25, 2018. Jamel T. Brown, 37, and Beatrice Ortiz, 31, were formally charged May 7, 2019, in connection with the distribution of crack cocaine, methamphetamine, and fentanyl — drugs now fueling a deadly epidemic across rural Pennsylvania.

The three-count indictment alleges Brown and Ortiz distributed more than 28 grams of cocaine base, commonly known as “crack,” and possessed with intent to distribute over 50 grams of methamphetamine and an undetermined quantity of fentanyl. The bust marks a significant hit against out-of-state traffickers exploiting Central PA as a corridor for lethal synthetic opioids and stimulants.

Both face a maximum sentence of not less than five years and up to 40 years in prison for each count, along with a potential fine of $5,000,000 or both. Under the Federal Sentencing Guidelines, the court will weigh the severity of the offenses and any prior criminal history before imposing final sentences.

The investigation was led by the Laurel Highlands Resident Agency of the Federal Bureau of Investigation and the Cambria County Drug Task Force. Sources confirm surveillance, informant testimony, and seized substances played a pivotal role in building the case against Brown and Ortiz.

Assistant United States Attorney Maureen Sheehan-Balchon is prosecuting the case, underscoring the federal government’s continued push to dismantle interstate drug networks feeding addiction and violence in mid-tier American cities. Johnstown, once a steel town, now battles a different kind of corrosion — one laced with fentanyl and trafficked by out-of-state actors.

An indictment is not a conviction. Jamel T. Brown and Beatrice Ortiz are presumed innocent until proven guilty in a court of law. Federal prosecutors, however, are sending a clear message: Pennsylvania’s backroads won’t serve as a pipeline for New Jersey’s drug trade.
