James Ray Williams, 51, of Shreveport, Louisiana, is headed to federal prison for 27 years after admitting his role in a sickening online network dedicated to the advertisement and distribution of child pornography. U.S. District Judge S. Maurice Hicks, Jr. handed down the sentence, which will be followed by three years of supervised release. Williams was also ordered to pay $6,000 in restitution—pocket change compared to the lasting harm he helped spread.
The horror unfolded across private chat groups on the Kik Messenger app, where Williams operated as the master administrator under the username ‘travis_m495’. From May 2021 to July 7, 2021, he ran multiple encrypted forums with one twisted purpose: trading and promoting child sexual abuse material. Court records reveal Williams didn’t just lurk—he built the infrastructure, wrote the rules, and handpicked members to escalate the operation.
One of those rules was explicit: members had to post child pornography to stay in the group. Williams didn’t just allow the abuse—he demanded it. On May 9, 2021, he posted a Mega link containing files packed with illegal images and videos of children being exploited. That link wasn’t a mistake. It was a deliberate act of distribution, the digital equivalent of passing poison hand-to-hand.
He wasn’t working alone. Williams elevated Alexander Pennington, a convicted sex offender from Las Vegas, to sub-administrator, giving him power to enforce the group’s vile code. Pennington has since pleaded guilty and was sentenced to 30 years in prison for his part in the conspiracy. Their partnership turned private chat rooms into trafficking hubs, amplifying the reach of unspeakable crimes.
The case was cracked by Homeland Security Investigations, whose digital forensic work peeled back layers of online anonymity to expose the network. Assistant U.S. Attorney Jessica D. Cassidy led the prosecution, ensuring Williams couldn’t hide behind encrypted messages or throwaway usernames. The November 2021 superseding indictment laid bare the conspiracy, and Williams pleaded guilty on August 30, 2022—admitting to every charge.
This isn’t just a conviction. It’s a warning. Federal authorities are tracking predators who exploit technology to trade child abuse material.
