New York Attorney General Letitia James has joined forces with 21 other attorneys general in a lawsuit against the Trump administration for its unlawful attempt to slash vital medical and scientific research funding. The coalition challenges the administration’s move to cap indirect cost reimbursements at 15% across all research institutions, a policy that could severely impact lifesaving biomedical research.
The lawsuit targets the Department of Health and Human Services and the National Institutes of Health (NIH), accusing them of violating Congressional appropriations law by altering funding rates without proper authorization. The proposed cuts were announced with no notice, forcing universities and institutions to face significant budget gaps almost immediately.
Attorney General James condemned the administration’s actions, stating, “This is yet another unlawful and reckless attempt by the Trump administration to undermine vital public institutions and harm the people who rely on them.” She emphasized that the proposed policy could force scientists to halt critical research in cancer, diabetes, Alzheimer’s, addiction, infectious diseases, and more.
The NIH has been the primary source of federal funding for medical research in the U.S., leading to numerous scientific breakthroughs. In New York alone, approximately $5 billion in open NIH grants are at stake, affecting nearly 250 institutions throughout the state. The coalition is seeking a court order to prevent the implementation of the proposed policy.
Attorneys General argue that the cuts exceed the authority of the NIH and were enacted without proper notice or opportunity for comment. They claim that the retroactive nature of the cut is unlawful and lacks any factual basis, threatening the continuation of crucial research programs across the country.
