BUFFALO, N.Y. – Sandra Pavlock, 45, of Jamestown, NY, has confessed to her part in a large-scale drug operation that flooded the streets with heroin, fentanyl, methamphetamine, and cocaine. Pavlock, also known as Sondra L. Pavlock, pleaded guilty before U.S. District Judge John L. Sinatra, Jr., admitting to conspiracy to possess with intent to distribute, and to distribute, these deadly substances. The conviction carries a potential sentence of up to 20 years in federal prison and a $1,000,000 fine.
Federal prosecutors revealed Pavlock acted as a key associate for Jamestown-based drug trafficker Zaid Mendoza. She served as a distributor, pushing poison to other individuals at Mendoza’s direction. The operation wasn’t confined to back alleys; Pavlock brazenly used Facebook to coordinate her criminal activities, openly messaging Mendoza about the conspiracy and the movement of drugs. This digital trail proved crucial in building the case against her.
Law enforcement first caught a glimpse of Pavlock’s involvement on February 9, 2024, during a routine traffic stop. Officers discovered methamphetamine in the vehicle she was traveling in, directly linking her to the drug trade. This led to a conviction of Criminal Possession of a Controlled Substance in the 7th Degree in Jamestown City Court, resulting in a 90-day prison sentence – a slap on the wrist that clearly didn’t deter her.
The investigation didn’t stop there. On February 29, 2024, a search warrant was executed at a Charles Street residence where Pavlock was found with others. The raid yielded a stash of cocaine and oxycodone tablets, alongside $478 in cash and various drug paraphernalia. This discovery led to another conviction – Criminal Possession of a Controlled Substance in the 5th Degree in Chautauqua County Court – and a one-year prison sentence. Despite these local convictions, Pavlock continued to operate, escalating the severity of her crimes.
This case is the result of a coordinated effort by multiple federal and local agencies. Homeland Security Investigations, led by Special Agent-in-Charge Erin Keegan, spearheaded the investigation, working alongside the Chautauqua County Sheriff’s Office under Sheriff James Quattrone, the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank Tarentino of the New York Field Division, and the Jamestown Police Department, led by Chief Timothy Jackson. Their combined resources and relentless pursuit brought Pavlock to justice.
Pavlock now awaits sentencing, scheduled for March 10, 2026, before Judge Sinatra. While the federal charges offer a potentially lengthy prison term, it remains to be seen if the sentence will adequately reflect the damage she inflicted on the Jamestown community.
