Jaquate Simpson, Murder-for-Hire, Virginia 2016

NORFOLK, Va. – A federal jury convicted four Greensboro men for their role in a murder-for-hire that resulted in the death of 59-year-old Norfolk resident, Lillian Bond, on April 19, 2016.

Lillian Bond, an employee of the Children’s Hospital for King’s Daughters for approximately 20 years, was shot as she was taking out the trash on Trice Terrace in the Ingleside neighborhood of Norfolk.

The suspects, Jaquate Simpson, 38, and Landis Jackson, 38, were the leaders of a long-running criminal enterprise responsible for distributing hundreds of kilograms of cocaine into central North Carolina and the Hampton Roads region.

According to court records and evidence presented at trial, Simpson and Jackson’s organization retaliated against a Norfolk-based drug dealer who failed to pay over $81,000 for a multi-kilogram delivery of cocaine.

A Nine Trey gang member, Kalub Shipman, 35, was hired to kill the next person to exit a house associated with the Norfolk dealer. Shipman initially traveled to Virginia within hours of being offered the murder-for-hire contract with a fellow gang member.

The jury found each defendant guilty of the following charges: Jaquate Simpson, continuing criminal enterprise; murder while engaged in continuing criminal enterprise; narcotics conspiracy; murder while engaged in a drug-trafficking offense; distribution of cocaine; use of a firearm resulting in death; conspiracy to commit murder for hire; and murder for hire.

Landis Jackson was convicted of continuing criminal enterprise; murder while engaged in continuing criminal enterprise; narcotics conspiracy; murder while engaged in a drug-trafficking offense; distribution of cocaine; use of a firearm resulting in death; conspiracy to commit murder for hire; and murder for hire.

Kalub Shipman was found guilty of murder while engaged in a drug-trafficking offense; use of a firearm resulting in death; conspiracy to commit murder for hire; murder for hire; and felon in possession of a firearm.

Nelson Evans was convicted of use of a firearm resulting in death; conspiracy to commit murder for hire; and murder for hire.

All four men face mandatory life sentences when sentenced.

Jaquate Simpson, a/k/a ‘Quay,’ ‘J,’ ‘Stacks,’ ‘Predator,’ was the leader of the North Carolina drug-trafficking organization.

Lillian Bond’s family said that today’s verdict brings some measure of justice to their loved one.

This case is a stark reminder of how gun violence devastates our local communities.
