St. Paul Man Sentenced to 24 Years for CSAM Production

A 42-year-old St. Paul man has been sentenced to 24 years in prison for producing and soliciting child sexual abuse material (CSAM).

Jason Miller Speed was sentenced to 292 months in prison followed by 15 years of supervised release for his crimes, which took place between January 2020 and February 2024.

According to court documents, Speed solicited the production of child pornography over the internet, conducting an online relationship with an adult woman located in the Philippines.

In exchange for money from Speed, and under his direction, the woman produced CSAM content featuring minor victims under the age of 12. Speed was aware the victims were minors.

Through cooperation with the FBI’s International Operations division, local authorities were able to rescue the minor victims.

Child predators are ‘conniving, creative, and profoundly dangerous,’ said Acting U.S. Attorney Lisa D. Kirkpatrick.

Speed’s actions were ‘calculated, exploitative, and deeply disturbing,’ said FBI Special Agent in Charge Alvin M. Winston Sr.

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006.
