SALT LAKE CITY, UT – A brazen gun smuggling operation funneling firearms south of the border has been cracked by federal authorities, revealing a network of Utah residents allegedly working to arm criminal elements in Mexico. Five men – Javier Catalan Bahena, 34, of Salt Lake City; Erasmo Martinez, 43, of Salt Lake City; Alvaro Martinez, 23, of Magna; Filiberto Tapia Ocampo, 50, of West Valley City; and Oscar Martinez, 24, of West Valley City – now face federal charges after 34 firearms were discovered hidden inside speaker boxes and seized at the Eagle Pass, Texas border crossing.
The scheme, allegedly active between October 2022 and March 2023, involved a calculated effort to deceive licensed firearm dealers. Court documents detail how Javier Catalan Bahena’s credit card was used to facilitate illegal purchases by others. Alvaro Martinez, for example, purchased a Beretta M9 in February 2023, falsely claiming to be the actual buyer on the required ATF form. That same Beretta ended up seized at the border. Another purchase, an Escort Rifle, followed the same pattern, intercepted in Eagle Pass just nine days after it was acquired. Filiberto Tapia Ocampo also allegedly used Catalan Bahena’s credit card to purchase two Beretta M9 pistols and a Ruger rifle, again lying on the ATF form.
The operation wasn’t limited to fraudulent paperwork. Erasmo Martinez allegedly purchased a Zastava ZPA M70 rifle from Oscar Martinez, which also surfaced at the border. Between March 7th and March 16th, Catalan Bahena and Erasmo Martinez allegedly coordinated drivers in Salt Lake City to transport the concealed firearms – packed inside unassuming speaker boxes – towards Mexico. Those drivers were ultimately stopped in Texas, their illicit cargo exposed. The scale of the operation – 34 firearms – points to a deliberate and organized effort to bypass U.S. gun laws and contribute to the escalating violence south of the border.
All five defendants are charged with conspiracy to make false statements during the acquisition of firearms. Additional charges include smuggling goods from the United States, straw purchase of a firearm, and false statement during the acquisition of firearms. They have already made their initial appearances before a U.S. Magistrate Judge at the Orrin G. Hatch United States District Courthouse in Salt Lake City. While the charges are serious, it’s crucial to remember that an indictment is merely an allegation, and each defendant is presumed innocent until proven guilty.
The investigation is a joint effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the West Valley City Police Department. U.S. Attorney Trina A. Higgins for the District of Utah announced the charges, framing the case as part of Project Safe Neighborhoods, a federal program aimed at reducing violent crime and gun violence. This bust comes as the Biden administration emphasizes enforcement of the Bipartisan Safer Communities Act, passed last year.
But for the residents of West Valley City and Salt Lake City, the case is a stark reminder of how easily firearms can be diverted from legal channels into the hands of criminals. The investigation raises questions about the ease with which straw purchasers can operate and the effectiveness of current measures to prevent gun smuggling.
