JACKSONVILLE, FL – Survalarie Harris, a Jacksonville tax preparer, has admitted to knowingly cooking the books and filing bogus tax returns to line her clients’ – and likely her own – pockets. United States Attorney Gregory W. Kehoe announced Harris’s guilty plea to aiding and assisting in the filing of a false tax return this week, a charge that carries a maximum sentence of three years in federal prison.

The scheme came crashing down thanks to an undercover operation. On March 22, 2022, an IRS agent posing as a customer sat down with Harris. The agent was initially told she’d *owe* money on her taxes. But Harris, smelling an opportunity, quickly pivoted, asking if the agent did any side work. When the agent mentioned occasionally braiding hair, Harris offered to conjure a refund… for a fee. Moments later, she claimed the agent was due a $2,950 refund, all based on a phantom business loss, and without a shred of proof.
The investigation revealed this wasn’t an isolated incident. IRS agents estimate Harris prepared over 900 falsified tax returns between 2020 and 2022 alone, dating back to at least 2018. She preyed on taxpayers, promising bigger refunds while knowingly submitting fraudulent information to the IRS. The total tax loss to the United States as a result of Harris’s actions is staggering: at least $1,824,279.
Harris’s sentencing is scheduled for December 10, 2025. She’s agreed to accept responsibility for the financial damage she caused. This case was spearheaded by the Internal Revenue Service – Criminal Investigation, and is being prosecuted by Assistant United States Attorney Elisibeth Adams.
