Joan Charnecky, Social Security Fraud, California 2023

Newark, N.J. – The grim tale of Joan Charnecky, 60, from West Milford, New Jersey, takes a darker turn as she admitted to swindling the Social Security Administration out of over $144,000.00 in survivor benefits, according to Acting U.S. Attorney and Special Attorney Alina Habba.

Charnecky, who pleaded guilty on September 10, 2025, before Senior U.S. District Judge Katharine S. Hayden, is charged with theft of public money. Her deceitful act occurred following the death of her mother in 2012. Instead of reporting her mother’s passing to the SSA, Charnecky continued to withdraw widow’s insurance benefits meant for her deceased mother and pocketed them.

Documents and court statements reveal that from 2012 to 2022, Charnecky siphoned off approximately $144,768.30 in fraudulent benefit payments. The theft of public money charge carries a stiff penalty, with a maximum sentence of 10 years imprisonment and a fine reaching $250,000.

The investigation was spearheaded by the Social Security Administration – Office of the Inspector General, with Special Agent in Charge Amy Connelly directing the diligent agents responsible for Charnecky’s downfall. The government is represented by Special Assistant U.S. Attorney Keith Abrams.

Sentencing is scheduled for January 21, 2026, promising a resolution to this sordid case of fiscal misdeeds. Defense counsel Joel Bacher, Esq., will represent Charnecky in the federal court proceedings.
