John White, Fraud, KY 1999

Frankfort, KY – A Kentucky drinking water plant supervisor, John White, was sentenced in 1998 following a federal investigation into falsified water quality reports. The case, brought forward by the Environmental Protection Agency (EPA) and investigated by federal authorities, revealed a deliberate attempt to conceal violations of federal water safety standards.

The scheme came to light during a routine annual inspection in 1997. A state inspector discovered inconsistencies in the plant’s turbidity log book – records documenting the clarity of the water. Blank spaces were present where readings should have been recorded, indicating missing data from previous shifts. White, as supervisor, reportedly questioned the on-duty operator and learned the missing readings exceeded the legal limit of 0.5 Nephelometric Turbidity Units (NTU).

Instead of reporting the violations, the plant submitted monthly operating reports containing fabricated data. The blank spaces in the log book were filled with numbers suggesting the plant had remained in compliance during the period in question. A subsequent return visit by the state inspector confirmed the manipulation; further investigation revealed additional altered entries throughout the log book. The falsification of these records directly threatened public health by obscuring potential contamination risks.

White, along with two other individuals – one of whom was Taylor – were indicted on multiple federal charges on October 8, 1997. The charges included conspiracy (18 U.S.C. 371), providing false statements (18 U.S.C. 1001), and influencing or injuring an officer (18 U.S.C. 1503). The case proceeded to trial in March 1998. While the third defendant was acquitted of all charges, White and Taylor were convicted on one count each of providing false statements.

On October 27, 1998, White received a six-month prison sentence, followed by 24 months of probation and a $5,000 federal fine. Taylor was sentenced to three months incarceration, also with 24 months probation, and ordered to pay a $100 special assessment fee, $414 in restitution to the U.S. Treasury Department, and a $1,000 federal fine. The case serves as a stark reminder of the severe consequences associated with environmental fraud and the importance of accurate reporting to protect public safety.
