Johnathan Taylor Dugan, Bank Fraud, Montana 2022

BILLINGS, MT – A trio of federal arraignments this week in Montana reveal a disturbing mix of financial schemes, brutal domestic violence, and illegal gun possession. Authorities are holding all three defendants pending further court appearances.

Johnathan Taylor Dugan, 37, a transient with no fixed address, pleaded not guilty on December 8th to charges of bank fraud and aggravated identity theft. The indictment alleges Dugan engaged in a scheme to defraud financial institutions, and if convicted on the most serious charge, he’s facing up to 30 years in the federal penitentiary. The aggravated identity theft charge carries a mandatory minimum of two years consecutive to any other sentence imposed, alongside a $250,000 fine. The investigation was a joint effort by the Billings Police Department, Bozeman Police Department, and the FBI. Case reference: 22-132.

The FBI also took the lead on a harrowing domestic violence case. Sergio Antonio Lopez, 32, of Hardin, appeared in court on December 6th, accused of assault by strangulation of a former spouse and assault resulting in substantial bodily injury. Lopez allegedly inflicted serious harm on his former partner. A conviction could land him behind bars for up to 10 years, with a $250,000 fine and three years of supervised release. He, too, remains in custody. Case reference: 22-135.

Turning to weapons charges, Theo Summers Buffalo Bulltail, 39, of Billings, found himself arraigned on December 6th. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) alleges Bulltail was a prohibited person in possession of both a firearm and ammunition, and further, possessed an unregistered firearm. This could result in a 10-year prison sentence, a $250,000 fine, and three years of supervised release if convicted. Bulltail is currently detained. Case reference: 22-86.

The U.S. Attorney’s Office for the District of Montana, led by United States Attorney Jesse Laslovich, reminds the public that these are merely accusations. Each defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law. The office provided a link to the PACER system (pacer.gov/register.html) for those interested in monitoring the progress of these cases, as well as a link to the District Court’s calendar (ecf.mtd.uscourts.gov/cgi-bin/PublicCalendar.pl).

Grimy Times will continue to follow these cases and report on the outcomes. The pattern of violent crime and financial malfeasance emerging from Montana’s federal courts underscores the ongoing challenges facing law enforcement in the state.
