Jolisha McDonald, Conspiracy to Transport Stolen Goods, West Virginia 2024

WHEELING, WEST VIRGINIA — A Columbus, Ohio woman admitted in federal court to running a sprawling scheme to traffic stolen electronics across state lines, netting over $500,000 in loot from major retail chains. Jolisha McDonald, 31, pled guilty to one count of “Conspiracy to Transport Stolen Goods in Interstate Commerce,” according to United States Attorney William J. Ihlenfeld, II.

McDonald orchestrated the theft of high-demand electronics—including smart phones, tablets, headphones, gaming consoles, and computers—from Walmart, Target, and Meijer stores across eight states. West Virginia and Ohio were among the hardest-hit locations, with coordinated thefts enabling rapid movement of stolen merchandise across jurisdictional lines to avoid detection.

The investigation revealed McDonald didn’t act alone. She directed a network of associates who shoplifted in bulk, then shipped or transported the goods to her for resale. The operation ran undetected for months, exploiting retail supply chain gaps and inconsistent inter-state law enforcement coordination.

Authorities estimate the total value of the stolen goods exceeds $500,000. Federal prosecutors say the scale and interstate nature of the conspiracy triggered FBI involvement, highlighting how retail theft has evolved into organized crime. Assistant U.S. Attorney Robert H. McWilliams, Jr. led the prosecution.

The Federal Bureau of Investigation and the Columbus, Ohio Police Department conducted the investigation, following digital trails, surveillance footage, and shipping records to dismantle the network. Senior U.S. District Judge Frederick P. Stamp, Jr. presided over the plea hearing.

McDonald now faces up to five years in federal prison and a fine of up to $250,000. Under the Federal Sentencing Guidelines, the final sentence will reflect the severity of the crime and any prior criminal history. Sentencing is scheduled for a later date.
