Joseph Thayer, Narcotics Conspiracy, New York 2022

BUFFALO, N.Y. — A federal grand jury has indicted a Jamestown man for his alleged role in a large-scale drug conspiracy.

Joseph Thayer, 48, is accused of conspiring with others to sell heroin and fentanyl in the Jamestown area between 2018 and May 26, 2022. The indictment carries a mandatory minimum penalty of 10 years in prison and a maximum of life.

Co-defendants include Andres Pizzaro Campos, Max Pizzaro Campos, Cindy Frank, Edward Leeper, and Jaquez L. Thomas. Joseph S. Zaso was previously charged and convicted and is awaiting sentencing.

Thayer was arraigned before U.S. Magistrate Judge Michael J. Roemer and detained.

Assistant U.S. Attorneys Joshua A. Violanti and Louis A. Testani are handling the case, which is part of Operation Take Back America, a nationwide initiative aimed at combating transnational criminal organizations and protecting communities from violent crime.

The indictment is the result of an investigation by the Jamestown Police Department, the Drug Enforcement Administration, and the Chautauqua County Sheriff’s Office.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

Thayer is currently being held without bail.
