NEWARK, N.J. – In a shocking turn of events, federal authorities have cracked a brazen kidnapping for ransom case that left a New Jersey resident shaken and fearing for their life. According to court documents, Julio Cesar Paniagua, 27, and Joel Ramon Garcia, 33, have been charged with their respective roles in the gruesome crime.

Paniagua, who appeared before U.S. Magistrate Judge Jessica S. Allen in Newark federal court, is accused of one count of kidnapping, a charge that carries a maximum penalty of life in prison and a fine of $250,000. The chilling crime unfolded on November 15, 2023, when Paniagua and Garcia allegedly kidnapped the victim in Paterson, New Jersey.

A harrowing sequence of events followed, as the kidnappers, armed with firearms, drove the victim to Massachusetts, where they demanded a ransom from the victim’s family. In a terrifying phone call, the kidnappers threatened to cut off the victim’s fingers if their demands were not met. The victim was eventually released on November 17, 2023, after the ransom was paid.

The investigation, led by the FBI’s New Jersey field office, was a collaborative effort involving multiple agencies, including the Paterson Police Department, Passaic County Sheriff’s Office, Clifton Police Department, Bergen County Prosecutor’s Office, and Cedar Grove Police Department. U.S. Attorney Philip R. Sellinger credits these agencies for their tireless efforts in bringing the perpetrators to justice.

The government is represented by Assistant U.S. Attorney John Maloy of the General Crimes Unit in Newark. While the charges against Paniagua and Garcia are serious, the defendants are presumed innocent until proven guilty in a court of law.
