COLUMBUS, OHIO — A top executive in the traffic surveillance racket has fallen hard. Karen L. Finley, 57, of Cave Creek, Arizona, was sentenced to 14 months in federal prison for her central role in a years-long bribery and fraud scheme designed to rig red light camera contracts in Ohio.
Finley, former CEO of a red light camera enforcement company, pleaded guilty on June 19, 2015, to one count of conspiracy to commit federal programs bribery and honest services wire and mail fraud. She stood before U.S. District Judge Michael H. Watson today to face the consequences of a scheme that corrupted city politics from the inside out.
From December 2005 to February 2013, Finley directed her company to funnel campaign cash through John Raphael, an Ohio lobbyist and political conduit. The payments, disguised as consulting fees, were used to grease the palms of elected officials in Columbus and Cincinnati — all in exchange for lucrative municipal contracts, including a critical red light camera enforcement deal with the city of Columbus.
Finley admitted that she and other company executives signed off on false invoices to hide the true source of the money. The phony paperwork allowed Raphael to deliver illicit contributions while keeping the company’s fingerprints off the payoff trail. It was fraud dressed as business, corruption masked as consulting.
Raphael, who pleaded guilty to one count of violating the Hobbs Act, was sentenced to 15 months in prison on June 8, 2016. His cooperation helped unravel the scheme, but the damage had already been done — public trust eroded, city contracts tainted, and taxpayer-funded enforcement programs turned into profit pipelines for crooked vendors.
The FBI’s Cincinnati Field Office, with support from IRS-Criminal Investigation and the Ohio Bureau of Criminal Investigation, led the probe. Prosecution was handled by Trial Attorney Edward P. Sullivan of the Department of Justice’s Public Integrity Section and Assistant U.S. Attorney J. Michael Marous of the Southern District of Ohio. The case stands as a stark reminder: when traffic lights turn green for dirty money, someone always ends up paying the price.
