Ryan Williams, Heroin Smuggling Conspiracy, New Hampshire 2023

CONCORD, NEW HAMPSHIRE — Ryan Williams, the former kingpin of a Keene-based heroin smuggling operation, was sentenced to serve seven years in federal prison for conspiring to distribute over one kilogram of the deadly substance.

Acting United States Attorney John J. Farley announced the sentence against Williams, 31, who resided in Keene until his arrest. The investigation revealed that Williams had conspired to distribute over nine kilograms of heroin across the region for several years, with his suppliers based in Lawrence, Massachusetts.

Williams’s criminal saga took a turn on March 29, 2015, when he was caught with over half a kilogram of heroin during a routine traffic stop. His failure to appear in court on July 21, 2015, led to his second arrest, where law enforcement found him at a Keene residence. They seized a digital scale, cash, and 5.5 grams of fentanyl from the scene.

Williams was indicted by federal court on August 6, 2015, and pleaded guilty to the charge on August 3, 2016. ‘The United States Attorney’s Office is committed to tackling the opioid crisis in New Hampshire by identifying and targeting drug traffickers like Williams,’ said Farley.

This case was a joint effort of multiple law enforcement agencies, including the Organized Crime Drug Enforcement Task Force (OCDETF). The investigation involved the United States Attorney’s Office, Immigration and Customs Enforcement, Homeland Security Investigations, New Hampshire’s Attorney General’s Drug Task Force, State Police, Keene Police Department, and Massachusetts State Police. Assistant United States Attorney Jennifer Cole Davis was instrumental in the prosecution.
