Kelly Jay Duarte, a 22-year-old former business owner, faces up to 20 years in federal prison after pleading guilty to a federal drug charge in Texas.
Duarte, who was the proprietor of Urban City, a retail business in Odessa, Texas, admitted to knowingly selling synthetic cannabinoids packaged under the names of ‘Diablo,’ ‘KMA,’ ‘Mad Hatter,’ and ‘Hypnotic Haze’ to customers at his business in May 2013, in violation of federal law.
The synthetic cannabinoids were sold at Duarte’s business, which is located in Odessa, Texas. The investigation into the sale of these substances was conducted by the Federal Bureau of Investigation (FBI) and the Odessa Police Department, with lab assistance provided by the Drug Enforcement Administration (DEA).
Duarte remains on bond pending sentencing, and a sentencing date has yet to be scheduled. The case is being prosecuted by Assistant United States Attorney John Klassen on behalf of the government.
The charges against Duarte stem from an investigation into the sale of synthetic cannabinoids in Texas. The substances were sold at Duarte’s business, which is located in Odessa, Texas.
