A Kent man with a domestic violence conviction was indicted on federal charges for illegally possessing a firearm, the U.S. Attorney’s Office announced. Cecil J. Rotnem, 29, now faces prosecution for holding onto a loaded weapon despite being legally barred from doing so under federal law.
The indictment, returned by a federal grand jury in the Northern District of Ohio, accuses Rotnem of possessing a Mossberg, model 500A, 12 gauge shotgun between July 5 and July 11, 2016. That possession came years after his 2009 misdemeanor conviction for domestic violence in Portage County Municipal Court—a conviction that stripped him of his right to own or carry firearms.
Under federal law, individuals convicted of misdemeanor domestic violence are prohibited from possessing, using, or transporting any firearm or ammunition. The charge against Rotnem stems directly from this statute, highlighting the federal crackdown on prohibited persons who retain access to deadly weapons.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) led the investigation that culminated in the indictment. Federal authorities have increasingly targeted cases where domestic abusers maintain access to guns, citing the heightened risk of lethal escalation in future incidents.
The case is being handled by Assistant United States Attorney Jason M. Katz. If convicted, Rotnem’s sentence will be determined by the court, weighing factors like his prior record, role in the offense, and the nature of the violation. While the statutory maximum applies, actual sentences often fall below that threshold.
An indictment is not a finding of guilt. Rotnem is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law. His trial will test the government’s evidence and adherence to due process under the federal system.
