MARTINSBURG, WEST VIRGINIA – A dark underworld of heroin and cocaine trafficking has been exposed in Berkeley County, West Virginia, with the indictment of four individuals accused of conspiring to distribute the deadly substances from December 2015 to April 2016.
The indictment, handed down by a federal grand jury in March 2017, includes counts of “Conspiracy to Distribute Heroin, Cocaine Hydrochloride, and Cocaine Base,” “Aiding and Abetting the Distribution of Cocaine Base Within 1,000 Feet of a Protected Location, “Unlawful Use of Communication Facility,” “Maintaining Drug-involved Premises,” “Possession with Intent to Distribute Cocaine Hydrochloride,” and “Possession with Intent to Distribute Cocaine Base.”
Named in the indictment are Keon DeAngelo Parker, 24, of Martinsburg, West Virginia; Christal Yates, 42, of Martinsburg, West Virginia; Anthony “Tony” Duane Boyd, 37, of Linden, Virginia; and Ashley Dominique Ruffin, 27, of Martinsburg, West Virginia.
According to the indictment, the four accused individuals conspired to distribute heroin and cocaine in Berkeley County, West Virginia from December 2015 to April 2016. The indictment also alleges that they used communication facilities to facilitate their illicit activities.
The case is being prosecuted by Assistant U.S. Attorney Lara Omps-Botteicher on behalf of the government. The Eastern Panhandle Drug & Violent Crime Task Force, a HIDTA-funded initiative, and the Berkeley County Sheriff’s Office are investigating the matter.
An indictment is merely an accusation, and the defendants are presumed innocent unless and until proven guilty.
