In a significant blow to West Virginia’s fight against illicit substances, Kevin Joseph Young, a 56-year-old Baltimore resident, was sentenced to 72 months of incarceration for a drug charge.
On September 26, 2019, Young was found to be in possession of 100 grams or more of a mixture and substance containing Phencyclidine (PCP), a highly potent and addictive synthetic opioid.
Young pleaded guilty to one count of Possession with Intent to Distribute 100 Grams or More of a Mixture and Substance Containing Phencyclidine (PCP) in November 2021. The case was the result of a thorough investigation supported by the Organized Crime Drug Enforcement Task Force (OCDETF) under the Attorney General-led Synthetic Opioid Surge (SOS)/Special Operations Division (SOD) Project Clean Sweep.
This initiative aimed to reduce the supply of synthetic opioids in "hot spot" areas previously identified by the Attorney General of the United States, thereby reducing drug overdoses and drug overdose deaths, and identifying wholesale distribution networks and sources of supply operating nationally and internationally.

Assistant U.S. Attorneys Lara Omps-Botteicher and Eleanor F. Hurney prosecuted the case on behalf of the government. The FBI; Homeland Security Investigations; the Bureau of Alcohol, Tobacco, Firearms & Explosives; and the Eastern Panhandle Drug Task Force, a HIDTA-funded initiative, investigated the case.
U.S. District Judge Gina M. Groh presided over the case, delivering the verdict that will keep Young behind bars for 72 months.
