Khadafi Castro, 40, of Hartford, is headed to federal prison for 40 months after being convicted of distributing heroin, fentanyl, and crack cocaine in a string of street-level drug sales across the city’s south end. U.S. District Judge Stefan R. Underhill handed down the sentence today in Bridgeport, ordering Castro to serve three years of supervised release upon his release.
Court records reveal that between March and August 2017, law enforcement conducted eight controlled buys of narcotics from Castro on Hungerford Street, a block long known for open-air drug activity. Each transaction was monitored and recorded, building a damning case against the repeat offender who operated with brazen confidence—until the feds closed in.
The final three drug sales in August 2017 had an added player: Todd Peters, Castro’s associate, who helped facilitate the transactions. Investigators say the duo worked in tandem, with Peters serving as a middleman during the final stages of the operation. Peters pleaded guilty on November 16, 2017, and now awaits sentencing.
Castro has been locked up since his arrest on August 14, 2017. On November 20, he pleaded guilty to one count of conspiracy to possess with intent to distribute, and to distribute, heroin and cocaine base (“crack”). The plea wiped out the need for trial, but not the weight of his criminal past.
That past is long and violent. Over more than two decades, Castro has racked up 11 felony convictions, including sexual assault, criminal weapon possession, and prior drug trafficking charges. At the time of the 2017 offenses, he was on state probation—supposedly under supervision, yet still deep in the drug trade.
The case was a joint takedown by the Hartford Police Department’s Vice and Narcotics Division, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the FBI’s Northern Connecticut Violent Crimes Task Force. Assistant U.S. Attorney Marc H. Silverman prosecuted, calling Castro a persistent threat to public safety. With this sentence, the feds say he’s off the streets—for now.
