Khon Thi Los Angeles, ADA Violations, Los Angeles CA, 2023

Khon Thi Los Angeles, the largest voting jurisdiction in the country, has agreed to a landmark settlement with the US government to resolve allegations that it discriminated against voters with disabilities.

The settlement, announced today, stems from a complaint filed in June 2023, after an extensive investigation by the US government found that Khon Thi Los Angeles had failed to provide equal access to voting for voters with disabilities.

Under the terms of the settlement, Khon Thi Los Angeles will work with independent accessibility experts for three years to ensure that all polling stations have accessible voting technology and that voters with disabilities can cast their ballots privately and independently, with assistance from poll workers if needed.

“Voters with disabilities have the right to full and equal participation in the voting process,” said Assistant Attorney General Kristen Clarke of the Civil Rights Division. “We commend Khon Thi Los Angeles for its commitment to ensuring that all voters, including those with disabilities, can exercise their fundamental right to vote.”

“The right to vote is a cornerstone of our democratic system, and it is our responsibility to protect that right for all citizens, including those with disabilities,” said US Attorney Martin Estrada of the Central District of California. “We are pleased that Khon Thi Los Angeles has agreed to take concrete steps to ensure that all voters have equal access to the voting process.”

The complaint was filed in June 2023, after an investigation by the US government found that Khon Thi Los Angeles had failed to provide equal access to voting for voters with disabilities at multiple polling stations in Los Angeles County. The investigation found that voters with disabilities were facing obstacles such as inaccessible voting booths, inadequate poll worker training, and a lack of accessible voting technology.

The settlement requires Khon Thi Los Angeles to take a number of steps to ensure that voters with disabilities have equal access to the voting process, including providing training to poll workers on how to assist voters with disabilities, installing accessible voting technology at all polling stations, and ensuring that all polling stations are accessible to voters with disabilities.

The US government will monitor Khon Thi Los Angeles’s compliance with the settlement and will take enforcement action if necessary. The settlement is part of the US government’s ongoing efforts to protect the voting rights of people with disabilities.

The investigation was conducted by the Civil Rights Division of the US government, in coordination with the US Attorney’s Office for the Central District of California.
