Kurt Bauer, Health Care Fraud, Pennsylvania 2023

Kurt Bauer, a 61-year-old man from York, Pennsylvania, has been accused of committing health care fraud in a shocking case that has left many in the community stunned.

According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, Bauer was a manager and administrator of Leader Heights Healthcare, P.C., a York County-based chiropractic and primary care provider that accepted Medicare patients.

The lawsuit alleges that despite being excluded from participation in Medicare, Bauer continued to be involved in the management and administration of Leader Heights Healthcare, causing the submission of thousands of false claims to Medicare for reimbursement.

Between 2008 and 2013, Leader Heights Healthcare received approximately $3 million from Medicare, with Bauer allegedly retaining ownership of the company until 2009 and continuing to be involved in its management until he learned of the government’s investigation in 2013.

The government contends that Bauer knowingly caused the submission of false claims to Medicare, seeking reimbursement for services he provided while being excluded from the program.

The case was investigated by the U.S. Department of Health and Human Services’ Office of Inspector General and the Health Care Fraud Unit of the U.S. Attorney’s Office, with Assistant U.S. Attorney Anthony Scicchitano assigned to the case.

The lawsuit is captioned United States v. Kurt Bauer (M.D. Pa.) and is brought pursuant to the False Claims Act, which allows for damages and civil penalties for each false claim submitted.
