JACKSON, MS – Kylin Demond Russell, 22, of Jackson, Mississippi, is in federal custody after a reckless high-speed chase and the discovery of illegal machinegun conversion devices. The arrest, announced Wednesday, paints a picture of a brazen disregard for the law and a dangerous escalation of firepower on Jackson streets.
The trouble began last Friday, February 9th, when Capitol Police attempted a traffic stop on a vehicle driven by Russell. Instead of complying, Russell allegedly floored it, leading officers on a pursuit reaching a terrifying 120 mph. After the vehicle finally stopped, Russell attempted to escape on foot before being apprehended. A search of the vehicle uncovered two Glock pistols, each fitted with an illegal machinegun conversion device – commonly known as a “switch” – capable of turning the handguns into fully automatic weapons.
Federal investigators quickly connected Russell’s vehicle to a widely circulated online video showing a person firing a weapon from the same car. The origins and target of that shooting are still under investigation. The ATF was immediately notified and took over the case. The possession of such a device is a serious federal offense, turning a standard handgun into a weapon classified as a machinegun under federal law.
Russell appeared before a United States Magistrate Judge today and was denied bond, remaining in federal detention. If convicted of possessing the illegal machinegun conversion devices, he faces a potential sentence of up to 10 years behind bars. The charges stem from violating federal laws prohibiting the possession of unregistered short-barreled rifles and destructive devices, effectively transforming the Glock pistols into illegal machineguns.
U.S. Attorney Todd W. Gee and ATF Special Agent in Charge Joshua Jackson jointly announced the arrest, highlighting the collaborative effort of multiple agencies. The investigation is being led by the ATF and Capitol Police, with Assistant U.S. Attorney Matt Allen handling the prosecution. This case is part of both Operation Unified and Project Safe Neighborhoods (PSN), comprehensive initiatives designed to combat violent crime.
Operation Unified involves a broad coalition of state, local, and federal law enforcement, including the Mississippi Department of Public Safety’s Bureau of Narcotics, the Jackson Police Department, the Hinds County Sheriff’s Office, the FBI, and the DEA. PSN, a Department of Justice program, focuses on targeting the most violent offenders and providing resources for prevention and reentry programs. This arrest underscores the commitment of these agencies to dismantling criminal networks and reducing gun violence in Jackson and beyond.
