Larry Dupor, Heroin Trafficking, Louisiana 2023

In a significant blow to the heroin trade in New Orleans, 44-year-old Larry Dupor has been sentenced to 10 years in prison for his role in a heroin trafficking conspiracy that spanned from Texas to the Crescent City.

According to court records, Dupor, a resident of New Orleans, conspired with Lejeune Harris to distribute heroin from Houston, Texas to New Orleans East. The conspiracy, which took place from August 1, 2014 through May 1, 2015, involved Dupor directing a driver to deliver heroin from him in Texas to Harris in New Orleans approximately two to three times per month.

A traffic stop on Interstate-10 East in Calcasieu Parish uncovered the operation, with law enforcement officers finding four packages of heroin weighing approximately one kilogram in total. The driver, who had been paid $1,000 in cash by Dupor to transport the heroin, agreed to assist authorities by following through with a delivery of ‘sham’ heroin to Harris.

Under law enforcement surveillance, the driver received a text from Dupor directing her to deliver the ‘sham’ packages weighing approximately 750 kilograms in total to Harris. The driver was met by Harris, who took the packages and handed her $2,000 in cash. Harris was subsequently detained by surveillance agents, and an additional 479 grams of heroin were recovered from a hidden area in the car wash office.

Harris, who had previously pleaded guilty to conspiracy to distribute one kilogram or more of heroin, possession with the intent to distribute 100 grams or more heroin, and attempted distribution of 100 grams or more heroin, was sentenced to 240 months imprisonment on the drug conspiracy and 120 months each on the possession and attempted possession charges, to run concurrently.

Acting U.S. Attorney Duane A. Evans praised the work of Homeland Security Investigations in investigating the matter, saying that it demonstrates their commitment to disrupting and dismantling heroin trafficking organizations in the region.

Dupor was sentenced to 120 months imprisonment on the drug conspiracy charge and 60 months on the attempted distribution charge, to run concurrently. He will also serve 5 years of supervised release following his term of imprisonment.
