Fraily Rodriguez Morillo, Fentanyl Trafficking, Massachusetts 2024

BOSTON – Fraily Rodriguez Morillo, 26, of Lawrence, Massachusetts, is headed to federal prison after being sentenced today for his central role in a fentanyl trafficking ring that flooded multiple Massachusetts communities with deadly narcotics. U.S. District Chief Judge F. Dennis Saylor, IV handed down a 46-month sentence, followed by two years of supervised release, for the young dealer.

Morillo pleaded guilty in February 2024 to a slew of charges, including conspiracy to distribute and possess with intent to distribute 400 grams or more of fentanyl and 100 grams or more of a fentanyl analogue. He also admitted guilt to three counts of distributing and possessing 40 grams or more of fentanyl, and one count involving a massive 400-gram-plus distribution of fentanyl and its analogue, p-fluorofentanyl. The indictment, handed down in November 2022, implicated Morillo alongside Melvin Antonio Perez Medina and Manuel Fredis Guerrero Guzman.

Federal prosecutors detailed a brazen operation spanning from March 2022 to August 2022, with Morillo, Perez Medina, and Guzman working to distribute poison across Lawrence, Woburn, Wilmington, and Andover. The investigation revealed Morillo’s direct involvement in multiple deals with cooperating witnesses. In April 2022, he supplied 50 grams of fentanyl on two occasions. Later, in July, he teamed up with Perez Medina to move a staggering amount – nearly 130 grams in one instance, and over 560 grams of a fentanyl/p-fluorofentanyl mixture in another – to an informant in Woburn. The total haul Morillo is responsible for: roughly 230 grams of fentanyl and 560 grams of the dangerous analogue mix.

The bust wasn’t limited to Morillo. In August 2022, Perez Medina was arrested and found with nearly two kilograms of fentanyl and analogue mixture cleverly hidden inside a cereal box. He received a 64-month sentence in January 2024. Guzman also took a plea and was sentenced to 21 months in prison on May 30, 2024. The collaborative takedown highlights the reach of the Organized Crime Drug Enforcement Task Forces (OCDETF), a multi-agency initiative aimed at dismantling major criminal organizations.

Acting United States Attorney Joshua S. Levy, alongside FBI Special Agent in Charge Jodi Cohen, DEA Acting Special Agent in Charge Stephen Belleau, and Massachusetts State Police Interim Colonel John E. Mawn Jr., announced the sentencing. Support also came from the Massachusetts Department of Correction, the Norfolk County Sheriff’s Office, and multiple local police departments. Assistant U.S. Attorney Alathea Porter is leading the prosecution.

This case is a prime example of the OCDETF’s strategy—a prosecutor-led, intelligence-driven approach to combatting the nation’s most dangerous drug trafficking organizations.
