Lewiston Man Hit with ID Theft and Fraud Charges in Medicaid Scam Takedown

PORTLAND, Maine – A Lewiston man faces serious charges in a sprawling national health care fraud investigation. Joseph Dobie, 36, of Lewiston, was slapped with charges including aggravated identity theft and false statements relating to health care matters. The charges stem from an alleged scheme to defraud Medicaid.

Dobie is accused of utilizing stolen identities to gain access to Supplemental Nutritional Assistance Program (SNAP) benefits, an offense that has authorities on high alert. The charges are part of the Department of Justice’s 2025 National Health Care Fraud Takedown, a massive coordinated effort targeting fraudulent schemes that defrauded programs meant to care for the elderly and disabled.

This nationwide takedown resulted in criminal charges against 324 defendants, with over $14.6 billion in intended loss attributed to their alleged activities. The government’s seizure during this operation topped $245 million, including cash, luxury vehicles, cryptocurrency, and other assets.

Joseph Dobie’s case was led by the U.S. Department of Agriculture’s Office of Inspector General, with support from various federal agencies including the U.S. Department of Health and Human Services’ Office of Inspector General and the Social Security Administration’s Office of the Inspector General.

The Department of Justice warns that a complaint is merely an allegation, and all defendants, including Dobie, are presumed innocent until proven guilty beyond a reasonable doubt in court.
