Lloyd Cortez Horne, 28, of Davenport, Iowa, is headed to federal prison after being caught with a loaded Ruger 9mm handgun — a crime made worse by his criminal past. On October 21, 2016, Horne was sentenced to 60 months in federal prison by Chief United States District Court Judge John A. Jarvey after pleading guilty to being a felon in possession of a firearm.
The arrest came on March 15, 2016, when Davenport Police pulled Horne over on an outstanding warrant. What started as a routine stop turned serious when officers discovered the loaded firearm during a search. The weapon was seized, and Horne was quickly turned over to federal authorities for prosecution.
Horne’s criminal record sealed his fate under federal law. Convicted of felonies in both 2008 and 2009, he was legally barred from possessing any firearm. That didn’t stop him. The presence of the loaded Ruger triggered federal charges, which carry stiff penalties for repeat offenders with violent or serious convictions.
Prosecutors from the United States Attorney’s Office for the Southern District of Iowa, led by U.S. Attorney Kevin E. VanderSchel, pushed for accountability. Horne’s guilty plea spared a trial, but not punishment. The 60-month sentence reflects the seriousness with which federal courts treat illegal gun possession by felons.
In addition to prison time, Horne was ordered to serve three years of supervised release upon his release. He must also pay $100 to the Crime Victims Fund — a small sum compared to the long-term consequences of his actions.
The case was the product of cooperation between the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the Davenport Police Department. Federal prosecutors emphasized that illegal guns in the hands of felons fuel violence and will be met with maximum enforcement under the law.
