Lockport Man and Woman Face 20 Years for Heroin and Crack Cocaine Charges

A Lockport man and woman have been arrested and charged with possession with intent to distribute heroin and crack cocaine, according to a statement from U.S. Attorney William J. Hochul Jr.

Oliver Kimmons, 48, and Kathlyn Ventura, 24, both of Lockport, were taken into custody by federal authorities and are being held pending a detention hearing on March 9th, 2016 at 10:30 a.m.

The charge carries a maximum penalty of 20 years in prison and a $1,000,000 fine, according to the U.S. Attorney’s office.

According to the complaint, Kimmons and Ventura are accused of selling heroin and crack cocaine in the City of Buffalo and the Lockport area, as part of a larger narcotics conspiracy.

As part of the federal investigation, Kimmons and Ventura were identified as ‘retail dealers’ in the conspiracy, with Kimmons obtaining narcotics from his brother Joseph Thompson, who obtained his narcotics from Trent Hamilton and Troy Gillon.

Thompson has been indicted on charges of possession with intent to distribute heroin, crack cocaine and fentanyl, while Hamilton and Gillon have been indicted on charges related to the conspiracy.

The investigation was conducted by the Drug Enforcement Administration, the Lockport Police Department, and the Niagara County Drug Task Force.

The fact that a defendant has been charged with a crime is merely an accusation, and the defendants are presumed innocent until and unless proven guilty.
