Mark T. Moore, Methamphetamine Trafficking, New Hampshire 2023

Mark T. Moore, 38, of Loudon, New Hampshire, is headed to federal prison for 50 months after being sentenced on charges tied to a cross-country methamphetamine trafficking ring that funneled pure drugs from Las Vegas into the Granite State. Moore admitted to coordinating shipments and payments between New Hampshire buyers and a supplier in Nevada, according to U.S. Attorney Scott W. Murray, who announced the sentence today in Concord.

The investigation, led by the DEA and U.S. Postal Inspection Service, began in late 2016 and zeroed in on a stream of suspicious packages moving between Las Vegas and New Hampshire. Investigators uncovered a pattern: parcels containing methamphetamine shipped north, while cash or money transfers flowed south. Edward Espejo was identified as the Nevada-based supplier who mailed the drugs in exchange for payments wired or mailed back to him through the U.S. Postal Service.

Moore, who already had connections to Espejo, stepped into the conspiracy shortly after Michael Bean and Katie-Jo Waters joined the operation in or before January 2018. Moore used text messages to handle communications between Espejo and the New Hampshire cell, managing both drug deliveries and payment logistics. Waters accepted packages at her Pembroke Street apartment in Pembroke, while Bean and Waters distributed meth to local buyers and sent proceeds back to Las Vegas.

On January 16, 2018, a package containing 18.989 grams of 100 percent pure methamphetamine was intercepted by Postal Inspectors before delivery to Waters’ address. Weeks later, on April 11, 2018, New Hampshire State Police stopped Waters in a vehicle registered to her and found a black bag with 23.011 grams of pure meth — another direct link to the trafficking network.

Records from Wal-Mart and MoneyGram show that either Bean or Waters sent at least 16 money transfers totaling $28,550 to three individuals in Las Vegas between January 10 and April 29, 2018. On May 2, 2018, investigators intercepted another package from Espejo — this one addressed to a different person at Waters’ former residence — containing a staggering 441.8 grams, nearly a pound, of pure meth.

Moore pleaded guilty on January 17, 2019. Co-defendants have already been sentenced: Bean received 120 months, Waters got 72 months, and Espejo, the Las Vegas supplier, has pleaded guilty and awaits sentencing. ‘Highly pure methamphetamine is appearing in New Hampshire with greater frequency,’ warned U.S. Attorney Murray. ‘Drug traffickers who choose to sell meth in New Hampshire should understand that their conduct will result in substantial prison sentences.’
