Velarian Sylvester Carter, 37, of Beckley, West Virginia, was sentenced to 20 years in federal prison yesterday for his central role in a sprawling California-to-West Virginia methamphetamine trafficking ring. Carter pleaded guilty to conspiracy to distribute more than 50 grams of meth, admitting to orchestrating shipments across state lines and coordinating with a network of dealers stretching from Los Angeles to Charleston.
Between January 2015 and March 2016, Carter admitted to conspiring with multiple individuals to transport and distribute methamphetamine. He arranged for drugs to be shipped from California, initially receiving them through codefendant Daniel Ortiz-Rivera. After Ortiz-Rivera was arrested in Kansas in June 2015, Carter bypassed the middleman and began dealing directly with the supplier. His operation escalated quickly, with law enforcement intercepting suspected drugs and $28,000 in cash during a traffic stop on March 21, 2016.
Just days later, on March 24, 2016, Carter arranged to exchange $12,000 for two pounds of methamphetamine with confidential informants. The next day, he arrived at a pre-arranged Charleston location, parked near a vehicle he believed contained the drugs, and was arrested on the spot. Police seized $11,990 — stuffed inside a Burger King bag — but no actual drugs, as the entire exchange was a controlled sting operation.
The investigation led to an eight-count federal indictment targeting a web of conspirators. Daniel Ortiz-Rivera, a Mexican national, was sentenced to 12 years and seven months. Kelly Newcomb of Nevada and Danielle Dessaray Estrada of Los Angeles each received one year and a day for interstate travel in furtherance of a drug crime. Marco Antonio Bojorquez-Rojas, also from California, was sentenced to 18 months on the same charge.
Several others have pleaded guilty and await sentencing. Cara Linn Monasmith, of Nevada, admitted to acting as a mule for meth shipments. Rafael Garcia Serrato, Cesar Garcia, Miguel Tafolla-Montoya, Brian Ashby of Kanawha County, and Miguel Alejandro Robles-Ibarra — all tied to the conspiracy — pleaded guilty to distributing over 50 grams of meth. Their cases remain pending before United States District Judge John T. Copenhaver, Jr.
The multi-agency probe was led by the FBI, Homeland Security Investigations, the U.S. Postal Inspection Service, the Charleston Police Department, and the Metropolitan Drug Enforcement Network Team. Assistant U.S. Attorney Jennifer Rada Herrald prosecuted the case as part of the Southern District of West Virginia’s ongoing crackdown on illicit drug networks. Authorities say the takedown is a critical blow to a cartel-backed pipeline flooding Appalachian communities with methamphetamine.
